At a Special Called Meeting of the Nelson County Board of Supervisors
on April 12, 2005, 10:00 a.m., at the Courthouse in Lovingston,
Virginia, thereof:

Agenda Item Number I. Call Meeting to Order
Supervisor Harris called the Meeting to order, and noted that
Supervisor Wood will be late attending the Meeting. Mr. Harris
also noted that he will have to leave at 12:00 Noon and Supervisor
Brennan will have to leave at 12:30 p.m.
Agenda Item Number II. Proposed FY 2005-2006 Budget
The Board of Supervisors continued review of the proposed Fiscal Year 2005-2006 Budget.
Mr. Carter presented revised information on the revenue estimate for
local real estate tax collections. The revision from $10,070,460
to $10,294,268 is based on the completion of the 2005 Land Book.
Additional discussion included the following:
ð Playground Initiative. It was noted that the
grant application to the Department of Conservation and Recreation is
due May 4th and would require a commitment from the Board for matching
funds. Approval was deferred.
ð Paid EMS: Deferred until the Emergency
Services Council give its support. The Board approved a 3.5
percent increase for the EMS Council and $10,784 for a generator for
the new rescue squad building.
ð Vehicles: Approved a new vehicle for the
Maintenance Department and three new vehicles for the Sheriffâs
Department.

ð Thomas Jefferson Soil & Water Conservation District: Approved a 3.5 percent increase.
ð Nelson County Library: Approved a 3.5 percent
increase and deferred a request from the Library to fund the utilities
for the building. The Library is currently paying $6,500 for
utilities which also serve the Tourism Office.
ð Capital Outlay:
Solid Waste Convenience Centers: Approved $53,040 for FY 05-06.
Train Depot Roof: Approved $13,000 to replace the roof.
Courthouse Renovation: Approved $550,000 from twice-a-year
collection of personal property taxes.
GIS: Approved $115,000.
ð Jail: Mr. Carter presented an update on the
status of Amherst, Appomattox, and Nelson creating a Jail Authority,
and noted that additional information will be forthcoming.
ð School Fund: Approved $500,461 for the School Budget.
ð School Capital Fund: Deferred funding pending
additional information on school bus replacements and parking lot
maintenance.
ð Piney River Phase III: Mr. Carter stated that
the individual lateral connections for the project had been estimated
at $112,000 and noted that Draper Aden has measured the lines and the
estimate has been increased to $237,000. Mr. Carter further
stated that the costs for the laterals could increase to $450,000 if
the County is not successful in obtaining grant and loan funding.
Agenda Item Number III. Other Matters
A. Nelson County War Memorial
Mr. Carter presented a request from the American Legion and the
Veterans of Foreign Wars to approve $15,000 to restore the Nelson
County War Memorial at the Nelson County School Complex.
William L. Shade, Commander of the American Legion Post 17, was present
and provided background information on the War Memorial. A plan
to move the War Memorial was not initiated during the construction of
the School Project.
Concluding additional discussion, on a motion by Mr. Harvey, seconded
by Ms. Brennan, with Mr. Harvey voting yes, Ms. Brennan voting yes, Mr.
Bruguiere voting yes, Mr. Harris voting yes, and Mr. Wood absent, the
following Resolution was adopted:

Re: Approval of $15,000 to Restore the War Memorial at the Nelson County High School
BE IT RESOLVED, That the Nelson County Board of Supervisors does hereby
approve $15,000 (to be expended from the surplus bus garage funds) to
restore the War Memorial at the Nelson County High School.

Re: Adjournment
On a motion by Mr. Harvey, seconded by Mr. Bruguiere, with Mr. Harvey
voting yes, Mr. Bruguiere voting yes, Ms. Brennan voting yes, Mr.
Harris voting yes, and Mr. Wood voting yes, the following Resolution
was adopted:
BE IT RESOLVED, That the Nelson County Board of Supervisors does hereby adjourn the meeting.
