AT A CONTINUED MEETING of the Nelson County Board of Supervisors and Nelson County School Board at 6:00 P.M. in the Library of Nelson County Middle School.

I.    Call to Order

Mr. Harris, Chairman of Board of Supervisors, and Mrs. Jane Bibb, Chair of Nelson County School Board called the meeting to order.  Mr. Harris introduced Allen Hale as the East District Supervisor and Mr. Collins introduced Jo Ann Wagner as the new Assistant Superintendent of Instruction.  A representative from FFA led in the Pledge of Allegiance.

II.    Joint Meeting with Nelson County School Board

A.    Dinner (6:00 P. M.)

B.    Work Session (Input on Budget and Operations from School Division)

Dr. Collins stated that the School Board has received Staff’s budget proposal for FY 06-07. It will be presented to the BOS as soon as the Board as time to review it.  Ms. Shannon Irvin showed a Powerpoint presentation of Nelson County Public Schools Successes and Challenges.

Some of the items discussed were:  making NCHS a center of learning for the County, distance learning capabilities with Piedmont Virginia Community College and Shenandoah College, “No Child Left Behind” program, and progress being made in Pals  and SOL tests at Tye River and Rockfish Elementary Schools.  The Board expressed

appreciation to Dr. Collins and the School Board for their dedication to the education of Nelson County residents (children and adults) and their creative future planning.

III.    Wintergreen (Draft Agreement:  BOS, EDA and WPI)
    
After a short break, the BOS resumed the meeting to discuss the draft agreement     for the WPI development grant and the tax-exemption question, as presented in a letter from Mr. Payne, County Attorney, to the Board.  EDA has already given approval to the agreement.  Mr. Carter has received an e-mail from Mr. Bob Ashton of WPI requesting a meeting with the Board to discuss this issue.  It will be added to the January 26, 2006 zoning workshop agenda.  Mr. Hale suggested that a copy of the agreement be sent to WPI prior to the meeting so that they can provide feedback to the Board.  Mr. Payne asked the Board to contact him by January 20 with any questions or comments on the agreement, after which he will send the agreement to WPI.

IV.    Draft Zoning Ordinance (Punch List and Next Steps)

Mr. Boger presented a list of items to be considered (or reconsidered) for the zoning ordinance revision.  They will be prioritized and discussed at the January 26 workshop.

V.    Board of Supervisors Retreat (Schedule)

Dates and places for the BOS retreat were scheduled as follows:
    February 3 – 9:00 A. M. – 2:00 P. M. – Nelson Center Board Room
    February 10 – 2:00 P. M. – 6:00 P. M. – TBA

VI.    Other Business – None

V.    Adjournment

On a motion by Ms. Brennan, seconded by Mr. Hale, and all Supervisors voting yes, the following Resolution was adopted:

    BE IT RESOLVED, That the Nelson County Board of Supervisors does     
    hereby adjourn this meeting at 8:15 P. M. on January 19, 2006

•    Review Revised Industrial District.
•    Review Revised Definitions.
•    Review Alternative Wording for Division Rights Prepared By County Attorney.
•    Additional Discussion on Further Division of Residue Parcel.
•    Further Discussion on Historic District Chapter.
•    Further Discussion on Corridor Overlay District.
•    Further Discussion on Clustering and/or Conservation Subdivisions (SB 374-Require clustering local zoning ordinances.  Eventually this bill will reach the floor of each House and it could pass.)
•    District Name Change – Town Center to Village Center? (County Attorney)
•    Verify – New Roads to be Constructed to VDOT Standards, Both Residential and Commercial Roads.
•    Posting of Property; The Court has Invalidated The Posting of Property for Public Hearings.  Discussion on How to Proceed.
•    Zoning Map – Time Frame for Reviewing/Revising.  Tax Parcels (GIS) or not?
•    Look at Additional Uses for Business, in particular.
