AT A REGULAR MEETING of the Nelson County Board of Supervisors at 9:00 A. M. in the Conference Room of Nelson Center.

I. Call to Order
Mr. Harris called the meeting to order at 9:15 A. M. Mr. George
Krieger welcomed the BOS and guests to the Nelson Center. New
staff members, Andrew Crane - IT and Mark Bolt – Building Official,
were introduced to the group.
II. Board of Supervisors Short and Long Range Planning Workshop – Session 1
A. Roundtable Discussion with Constitutional Officers and County Departments
Informal presentations were made to the BOS by the following
representatives of their department: Debbie McCann – Finance and
Human Resources, Susan McSwain – Recycling, Paul Truslow – Solid Waste
and Maintenance Department, Mark Bolt – Building Inspections, Maureen
Corum – Tourism, Betty Fortune – Planning & Zoning, Andrew Crane
and Susan Rorrer – IT, Gary Brantley – Sheriff’s Office, Emily Harper –
Recreation, Ray Uttaro – Emergency Services & Animal Control, Jean
Payne – Commissioner of Revenue Office, Erma Sue Harris – Treasurer’s
Office, Lisa Wooten – Registrar’s Office, and Judy Smythers – Clerk’s
Office.
Mrs. McSwain is particularly concerned with eye safety and sanitary
conditions at the transfer station. Household hazardous waste was
discussed along with the possibility of partnering with Lynchburg or
Charlottesville for a collection site and date. Mr. Brantley
discussed the need for an updated radio system for the Sheriff and
deputies and updated courtroom security. Mr. Uttaro has requested
a larger vehicle which is necessary because of all the emergency
equipment he carries. He is also concerned with security for the
courthouse, including the courtroom. Mrs. Payne asked the BOS to
discuss the assessment schedule and whether it should be done more
often. Mrs. Harris asked the BOS to consider doing away with
County stickers in 2007 and several alternatives were discussed.
She will work with Mr. Carter and Mrs. McCann to bring a proposal to
the Board. Ms. Wooten suggested a “time bank” for employees who
want to

contribute time to another employee for sickness situations. Mrs.
Smythers explained some grants that will help restore and maintain
County records. She is also concerned about courtroom
safety.
B. Courthouse/Government Center Project with Wiley and Wilson
Mr. Randy Vaughan of Wiley and Wilson, in response to the Board’s
request for a plan using the 19 acres that are available adjacent to
the Courthouse property, stated that the 19 acres are 20% grade and
that development would be difficult. Mr. Hale feels that
approximately 4 acres of it could be used for parking. One
proposed layout would require a small piece of property to be acquired
from Ms. Lingo which would be used for additional court space,
Sheriff’s Office, and Staff parking. Mr. Hale will be meeting
with Ms. Lingo on March 3 and she has requested an architectural
rendering of the space between her front porch and the proposed
courthouse site. She also wants to know where the cottage will be
moved, which is now located behind the courthouse. Mr. Vaughan
will provide the aerial sketch and other appropriate drawings for the
meeting with Ms. Lingo.
B. Adjournment
The second phase of the BOS retreat will be on Friday, February
10. On a motion by Mrs. Brennan, seconded by Mr. Hale, and all
Supervisors voting yes, the following Resolution was adopted:
BE IT RESOLVED, That the Nelson County Board of Supervisors does hereby
continue this meeting to February 10, 2006 at 3:00 P. M. – 7:00 P. M. at The
Meeting Place in Nellysford.
Mr. Hale then said that he has visited 4 or 5 possible sites to be used
as a collection center. The best site found is on Rt. 6 East in
the Faber area. He asked permission to pursue the purchase of a
2-acre parcel for that use. Permission was granted.

Suggestions for Planning & Zoning –
1) Charge for copying documents requested under
Freedom of Information Act. Also charge for personnel’s time used
to make the copies.
2) Possibly requiring that complaints regarding other citizens be submitted in writing.
3) Tom Bruguiere supports additional staff requests
so that zoning violations, etc. can be handled on a timely basis, as
well as follow-up.
