AT A CONTINUED MEETING of the Nelson County Board of Supervisors at

Nelson County Courthouse.
Present: Gary E. Wood, Chairman
Harry S. Harris, South District Supervisor
Constance Brennan, Central District Supervisor
Thomas H. Bruguiere, West District Supervisor
Thomas D. Harvey, North District Supervisor
Fred M. Boger, Planning Director
Betty M. Fortune, Planning Secretary
Absent:
Stephen A. Carter, Clerk
Virgie Carter, Deputy Clerk
I. Call to Order
Mr. Wood called the meeting to order at 6:15 P. M. with four members
present to establish a quorum for the scheduled work session. Mr.
Bruguiere joined the meeting at 6:30 P. M.
II. Review of Zoning Ordinance
Revised pages from the previous workshops were distributed.
Review of the ordinance began on page 206 of Chapter 8. There were many
items of concern in this chapter. Mr. Boger distributed copies of the
current zoning ordinance, Section 12-7, and the Board agreed to table
Chapter 8 until the next meeting in order to determine whether to use
the wording in the current ordinance instead of the proposed Chapter 8.
In Chapter 9, all references to the term “cluster residential development(s)” was removed. Editorial changes were also made.
August 3, 2005
In Chapter 10, page 236, a “limited period of time” was changed to 90
days, window signs were limited to 25% of the total glass area, and all
signs are to be erected within 120 days of the issuance of the permit.
On page 241, political and civic/charitable signs may be erected 90
days prior to the date of the election/event. Civic signs are to be
removed no later than 7 days after the event. Other pages required
editorial changes.
At the next meeting (August 9), work will continue on Chapter 8 and proceed to page 241 for continuance of Chapter 10.
III. Other Matters
Mr. Wood reported on a meeting he and Ms. Brennan attended with VDOT
and other concerning the 60 mph speed limit recently posted in the
County. Mr. Pierce of VDOT stated that state legislature has the
authority to change the speed limit following a VDOT study, not
VDOT. He apologized for not discussing the matter with the County
prior to the change; however, the outcome would have been the
same. There are two methods of getting the speed limit changed
back to 55 mph: state legislature or a law suit, if lost by VDOT.
VDOT is aware of the traffic hazard at the Callohill intersection and
may consider changing the speed limit and using blinking lights.
Mr. Harris has also talked with VDOT regarding the turn lane(s) at
Nelson County High School.
IV. Adjournment
On a motion by Mr. Bruguiere, seconded by Ms. Brennan, the Supervisors
voted unanimously to continue the meeting on August 9, 10:00 a.m., in
the Board of Supervisor’s Room located in the Nelson County Courthouse.
BE IT RESOLVED, That the Nelson County Board of Supervisors does hereby adjourn the August 3, 2005 p.m., zoning workshop.
