Agenda Item Number I. Call Meeting to Order
Chair Wood called the Meeting to order.
Agenda Item Number II. Review of Zoning Ordinance
The Board of Supervisors continued review of the proposed Zoning Ordinance as follows:
CHAPTER 10 - SIGN REGULATIONS:
J. ABANDONED SIGNSThe time was extended for removal of a sign for a
business no longer in operation from sixty days to six months.
The Planning Director will be authorized to grant a one-time extension
of an additional six months.
K. PERMITTED SIGNS IN THE RURAL & FARMING DISTRICT AND RURAL RESIDENTIAL DISTRICT
Deleted "Pole signs are prohibited" from:
1. Freestanding Signs:
a. Church, institutional or civic use identification;
b. Single family detached subdivision or project identification sign;
and
c. Multifamily subdivision or project, nursing home or day care
facility identification sign.
4. Additional Regulations
a. Sign Height and Setback
Changed language to allow the maximum height of a sign greater of eight
feet above grade or eight feet above road shoulder grade.
Deleted Corridor Overlay District sign guidelines pending consideration of whether to add the District back in to the ordinance.
L. PERMITTED SIGNS IN VILLAGE MIXED USE DISTRICT
2. Building Mounted Signs
a. Wall Signs
Changed the text to delete language prohibiting an awning, canopy or marquee sign if there is a wall sign.
b. Projecting Signs
Deleted language prohibiting an awning, canopy or marquee sign if there is a projecting sign.
Added an eight foot height requirement for projecting signs.
c. Awning, Canopy or Marquee Signs
Deleted language prohibiting a wall or projecting sign if there is an awning, canopy or marquee sign.
4. Additional Regulations
a. Changed "All freestanding signs in a Village Mixed Use District
shall have a maximum height of ten feet and shall not be located within
ten feet of any public street right-of-way, property line, alley,
private street or driveway intersecting a public or private street" to
"within five feet of any public street right-of-way or property line
and shall not be located within ten feet of any alley, private street
or driveway intersecting a public or private street."

Building
Changed the sign area from thirty-two square feet to fifty square feet
with architectural elements for the support or base not to exceed fifty
square feet.
b. Business Identification Sign for a group of two or more contiguous
stores or businesses per building and less than 60,000 gross leasable
square feet
Changed the sign area from forty-eight square feet to one hundred
square feet with architectural elements for the support or base not to
exceed 100 square feet.
c. Business Identification Sign for a group of two or more contiguous
stores or businesses per building and more than 60,000 gross leasable
square feet
Changed the sign area from sixty-four square feet to one hundred and
fifty square feet with architectural elements for the support or base
not to exceed one hundred and fifty square feet.

Q. SPECIAL SIGN EXCEPTIONS
1. Cause for Exceptions
Mr. Boger was directed to consult with County Attorney Payne to see if
the Planning Commission can legally grant an exception or if the Board
of Supervisors or Board of Zoning Appeals should consider the exception.
R. APPEAL TO BOARD OF ZONING APPEALS
Mr. Boger was directed to consult with County Attorney Payne regarding
the legality of an appeal to the Board of Zoning Appeals.
CHAPTER 11 - OUTDOOR LIGHTING AND ILLUMINATION REGULATIONS
No changes were made.
Concluding review of Chapter 11, the Board of Supervisors scheduled the
next zoning work session on Tuesday, September 20, 2005, 6:00 p.m.
Agenda Item Number III. Other Matters
A. Discuss Date for Joint Meeting with EDA & WPI
The Board of Supervisors scheduled a Joint Meeting with the EDA & WPI at 5:00 p.m. on September 27th.
A Joint Public Hearing on the Six Year Plan was scheduled for 7:30 p.m. on September 27th at the Courthouse in Lovingston.
B. Nelson County Rescue Squad Members: Recognition of Life Membership
Re: Recognition of Nelson County Rescue Squad Members
On a motion duly made by Ms. Brennan, seconded by Mr. Bruguiere, with
Ms. Brennan voting yes, Mr. Bruguiere voting yes, Mr. Harvey voting
yes, Mr. Harris voting yes, and Mr. Wood voting yes, the following
Resolution was adopted:
BE IT RESOLVED, That the Nelson County Board of Supervisors does hereby
recognize Members of the Nelson County Rescue Squad as follows:
STEVIE ASHLEY RECOGNITION OF LIFE MEMBERSHIP NELSON COUNTY RESCUE SQUAD
WHEREAS, Stevie Ashley is a dedicated and long time member of the Nelson County Rescue Squad; and
WHEREAS, Ms. Ashley has served and continues to serve the medical needs of the citizens of Nelson County with distinction; and
WHEREAS, Ms. Ashley is an asset to the community and the Nelson County Rescue Squad:
NOW THEREFORE, BE IT RESOLVED, That the Nelson County Board of

WHEREAS, Lebron Drumheller was a dedicated and long time member of the Nelson County Rescue Squad; and
WHEREAS, Mr. Drumheller served the medical needs of the citizens of Nelson County with distinction; and
WHEREAS, Mr. Drumheller was an asset to the community and the Nelson County Rescue Squad:
NOW THEREFORE, BE IT RESOLVED, That the Nelson County Board of
Supervisors does hereby recognize Lebron Drumheller for the many years
of exemplary service he devoted to the Nelson County Rescue Squad; and
BE IT FURTHER RESOLVED, That this Plaque is hereby presented to Mrs.
Bernice Drumheller in memory of her husband, the late Lebron Drumheller.
COMMENDATION TO MARTHA CONNER NELSON COUNTY RESCUE SQUAD
WHEREAS, Martha Conner is a dedicated and long time member of the Nelson County Rescue Squad; and
WHEREAS, Mrs. Conner has served the medical needs of the citizens of Nelson County with distinction for thirty-one years; and
WHEREAS, Mrs. Conner is an asset to the community and the Nelson County Rescue Squad:
NOW THEREFORE, BE IT RESOLVED, That the Nelson County Board of
Supervisors does hereby recognize Martha Conner for thirty-one years of
active duty to the Nelson County Rescue Squad; and
BE IT FURTHER RESOLVED, That Mrs. Conner is commended for her exemplary service to Nelson County.
COMMENDATION TO CHARLOTTE NAPIER NELSON COUNTY RESCUE SQUAD
WHEREAS, Charlotte Napier is a dedicated and long time member of the Nelson County Rescue Squad; and
WHEREAS, Mrs. Napier has served and continues to serve the medical
needs of the citizens of Nelson County with distinction for thirty-one
years; and
WHEREAS, Mrs. Napier is an asset to the community and the Nelson County Rescue Squad:
NOW THEREFORE, BE IT RESOLVED, That the Nelson County Board of
Supervisors does hereby recognize Charlotte Napier for thirty-one years
of active duty to the Nelson County Rescue Squad; and
BE IT FURTHER RESOLVED, That Mrs. Napier is commended for her exemplary service to Nelson County.

On a motion by Mr. Harvey, seconded by Mr. Bruguiere, with Mr. Harvey
