AT AN ADJOURNED MEETING of the Nelson County Board of Supervisors (from
April 12, 2006) at 6:00 p.m. in the Board Room located in the Nelson
County Courthouse.
Present: Harry S. Harris, Chairman

I. Call to Order
Mr. Harris called the meeting to order at 6:10 p.m. with all members
present but Mr. Harvey, who arrived at 6:40 p.m., to establish a quorum
for the scheduled work session.
II. Resolution – Paid Emergency Medical Services Agreement (Signatory
Authority for County Administrator to Execute Agreement)
Mr. Carter reported that all parties to the paid emergency medical
services (programmatic) agreement had executed the agreement, leaving
final approval of the agreement to the Board of Supervisors. Mr.
Hale then moved, seconded by Ms. Brennan, that the Board of Supervisors
approve the resolution prepared to provide the Board’s approval of the
paid emergency medical services agreement and authority for the County
Administrator to execute the agreement on behalf of the Board of
Supervisors. Discussion was that of consensus by each member of
the Board of the importance of implementing the paid emergency medical
services program including noting in Mr. Harvey’s absence his strong
support and efforts to initiate a paid EMS program in Nelson
County. Mr. Carter advised that Ms. Jamie Oliver of the County’s
staff had been assigned to assist with coordination of the development
and implementation of the revenue recovery and subscriber programs,
which will be a part of the County’s overall paid EMS program.
Thereafter, roll call was unanimous (4-0) in favor of approval of the
following resolution:

NELSON COUNTY BOARD OF SUPERVISORS
PAID EMERGENCY MEDICAL SERVICES AGREEMENT
SIGNATORY AUTHORITY FOR COUNTY ADMINISTRATOR TO EXECUTE AGREEMENT
WHEREAS, the Nelson County Board of Supervisors has determined that
establishment within Nelson County of a emergency medical services
program, staffed with paid personnel, is in the best interests of the
citizens of Nelson County; and,
WHEREAS, said Board of Supervisors has facilitated a programmatic
agreement encompassing the Wintergreen Property Owners Association,
Inc., (WPOA) (which will be the service provider and administrator of
the paid emergency services program through its Department of Fire and
Rescue) and each of Nelson County’s six volunteer rescue squads (as
delineated in the programmatic agreement); and,
WHEREAS, WPOA and each of the herein referenced volunteer rescue
squads have authorized and executed the programmatic agreement thereby
providing for the initiation of the paid emergency medical services
program by WPOA following the Board of Supervisors approval of said
agreement.
NOW, THEREFORE, BE IT RESOLVED by the Nelson County Board of
Supervisors that the County Administrator, Stephen A. Carter, is hereby
authorized to execute the programmatic agreement for the establishment
of paid emergency services program in Nelson County, Virginia.
BE IT FURTHER RESOLVED, that the effective date of the agreement shall
be commensurate with the date of approval of this resolution by said
Board of Supervisors.

III. Work Session on Fiscal Year 2006-20067 Budget
The Board of Supervisors continued work on Nelson County’s Fiscal Year
2006-2007 Budget, reviewing the expenditure side of the ensuing fiscal
year’s budget proposal.
IV. Other Business
No other business was presented for consideration.
IV. Adjournment
On motion by Mr. Harvey, seconded by Mr. Hale, the Board of Supervisors
voted 5-0 to adjourn the meeting to 6:00 p.m. on April 27, 2006 in the
Boardroom located in the Nelson County Courthouse in Lovingston,
Virginia.
