There was no public comment.

Chairperson Barbara Powell called the meeting to order.

Motion:  To approve the October 5, 2006 meeting minutes. Hall-Crandall (5-0)

Barbara Powell reported that the closing process on the
Kappa Sigma Endowment Fund bond has been completed with the EDA's receipt of $42,500 in a lump-sum payment of the annual bond fee.

Barbara Powell reported that the contract for the sale
of the Callohill property is still in process with the attorney and is pending.

Members discussed the broadband survey results from the last meeting, noting the high interest in broadband availability. Staff reported that she has forwarded a copy of the survey results to the various potential broadband providers. After discussion, members directed staff to ask the Board of Supervisors what their interest and level of commitment is to bringing broadband to the county.

Motion: To establish the position of assistant secretary/treasurer and appoint Erwin Berry to fill that position. Hall-Crandall (5-0)

Staff presented reports from the Small Business Development Center on the clients utilizing services through 9/30/06.  The reportnotes that 10 Nelson County residents (9.9% of the clients SBDC counseled) utilized the counseling services and 19 Nelson County residents (46.3% of the SBDC attendees) attended seminars conducted by SBDC.  Members agreed that the $5,000 in EDA funding for SBDC has been well used for Nelson residents/business people.

Stu Armstrong asked to give a short presentation at the December meeting on the Thomas Jefferson Community Work Force Housing Program, noting that the program goal is to help workers live where the work.  He said that the cost of housing affects Nelson and is an economic development issue.
