Chairperson Alphonso Taylor called the meeting to order.

Motion: To approve the September 6, 2007 meeting minutes as written. Powell-Kelly
(4-0) Natt Hall was absent for this action.

Colleen Business Park
The EDA and Mike Harvey, Director of the Thomas Jefferson Partnership for Economic Development discussed the Colleen Business Park. Mike noted that rural communities usually follow the vertical integration model, adding ancillary or value added businesses to existing clusters. The concept of spec buildings was discussed, as was lot sizes (currently not specified). The group explored the concept of a multi-tenant building with a shipping/distribution component, small business incubator and center for higher learning.

Motion: To make an offer to the Central Virginia Electric Cooperative to purchase the remaining land in the Colleen Business Park, subject to a survey. Hall-Powell (4-0) Greg Kelly abstained.

Greg Kelly shared information about U. S. Rural Development programs for financing and loans.
