There was no public comment.
Motion: To approve the October 4 and 31 meeting minutes as written. Armstrong-Hall (6-0)
Treasurer Stu Armstrong reported funds on hand in the amount of
$149,000 and noted that he will prepare a draft 2009 budget for
members' review prior to the January meeting.
Members agreed by consensus to change their January meeting to Thursday, January 10, 2008 at 3:00 pm at The Nelson Center.
Motion: That the Nelson County Economic Development Authority approve
the Wintergreen Economic Stimulus grant as adopted by the Board of
Supervisors at their December 11, 2007 and authorize the Authority
Chairperson to execute the required documents. Hall-Berry (6-0-1
Armstrong abstained) Roll call vote: Alphonso Taylor, aye; Greg Kelly,
aye; Natt Hall, aye; Erwin Berry, aye; Stu Armstrong, aye; Powell, aye.
Motion: That the Nelson County Economic Development Authority approve
the Wintergreen Economic Stimulus grant as adopted by the Board of
Supervisors at their December 11, 2007 and authorize the Authority
Chairperson to execute the required documents. Hall-Kelly 3-0-3
(Armstrong, Powell, Berry abstained, noting their conflicts of
interest, as they own property at Wintergreen). Roll call vote:

Natt Hall reported that he had, on behalf of the EDA, signed the deed
for the sale of the Callohill (16.572 acre parcel) for $160,000 to
Callohill Development Company, LLC.
Members directed staff to set a date for a work session with
representatives of the Service Authority, county staff and Central
Virginia Electric Cooperative to discuss the EDA's offer to purchase
the Colleen Business Park.
Stu Armstrong reviewed the information about the Piedmont Housing
Alliance’s micro loan program. He will submit a resolution to
re-allocate the approximately $65,000 of program income to the eligible
counties of Albemarle, Fluvanna and Nelson. Stu will work with Nora
Gilespie from the Small Business Development Center.
Greg Kelly reported that the EDA members were invited to the January 8,
2008 focus group for the strategic planning process for the Thomas
Jefferson Partnership for Economic Development.
Greg Kelly has accepted a board position with the Piedmont Workforce Network.
Stu Armstrong has been appointed to the Governor’s Task Force on Foreclosure Prevention.
Erwin Berry asked if the EDA would have a strategic planning session in 2008.
Alphonso Taylor thanks the EDA for their support in 2007 and encouraged
them to pursue their mission to promote the diversity and growth of the
County's economic base.
There being no further business, the meeting adjourned.

RESOLUTION
WHEREAS, the County of Nelson, through the Economic Development
Authority seeks to promote industry and development and trade; and,
WHEREAS, Wintergreen Partners Inc. and its subsidiary, Wintergreen
Hospitality Partners, LLC are pursuing a capital improvements program
for the expansion of the Wintergreen Resort facilities; and,
WHEREAS, the Nelson County Board of Supervisors met on December 11,
2007 and adopted the Economic Stimulus Grant agreement by and between
the Nelson County Economic Development Authority, Wintergreen Partners,
Inc., and Wintergreen Hospitality Partners, LLC; and,
THEREFORE, SO BE IT RESOLVED, that the Nelson County Economic
Development Authority met on December 20, 2007 and approved the
Wintergreen Economic Stimulus grant and authorized the Authority
Chairperson to execute the required documents.
