The meeting was called to order by Tom Wheaton.
There was no public comment.
Closed Session
Motion: To end regular session and move into closed session to
discuss legal matters under the Virginia Freedom of Information Act
2.2-3700-3714, Hall-Powell. Roll Call Vote (4-0)

Motion: To return to regular session. HallöPowell. Roll Call Vote. (4-0)
Motion: To adopt the following resolution: Be it hereby
resolved, the Industrial Development Authority of Nelson County does
hereby return to regular session having only discussed legal
matters. Hall-Powell. Roll Call Vote. (4-0)
Motion: To authorize legal representation to proceed on the
matter concerning the disposition of the Callohill Park property.

Old Business
The Board of Supervisors will consider the request to meet with the IDA
to discuss the goals and objectives as identified during the August
2003 strategic planning session during their October 14, 2003 meeting.
The County has incorporated the planning for the welcome signs in its
bid process for the landscaping plan for the Court House project.
New Business
Brett Sheffield, Project Manager for the Virginia Small Business
Financing Authority, Department of Business Assistance will present a
program overview to representatives of the four local banks. Tom
Wheaton and Allen Hale will attend.
The lease agreement between California Side Car and the IDA will expire
March 10, 2004. County staff is following up on the matter.
There was discussion about utilizing the Rockfish Community Center as a
site for a potential business service center (fax, internet access,
etc.)
Stu Armstrong, Steve Carter and Maureen Corum attended meetings regarding the Wintergreen expansion project.
Motion: To approve the minutes of the September 11, 2003 meeting. Hall-Allen (4-0)
