Chairperson Tom Wheaton called the meeting to order.

There was no public comment.

Motion:  To approve the minutes of the October 9, 2003 meeting.  Hall-Hale (4-0)

Nat Hall reported that he is showing the Lovingston Manufacturing facility to representatives of the Blue Ridge Medical Center on Monday.  He expressed his interest as an IDA member in the rehabilitation and revitalization of older buildings in the County.

The Office of Economic Development sponsored a luncheon for local bankers with Brett Sheffield of the Virginia Small Business Financing Authority (Department of Business Assistance).  Mr. Hale and Mr. Wheaton attended on behalf of the IDA.

 The Office of Economic Development has placed a guide to Starting Your Business in Nelson County on the Countyâs web site.

Closed Session
Motion:  To end regular session and move into closed session to discuss legal matters under the Virginia Freedom of Information Act 2.2-3700-3714,  Hall-Powell. Roll Call Vote (4-0)

Motion:  To adopt the following resolution:  Be it hereby resolved, the Industrial Development Authority of Nelson County does hereby return to regular session having only discussed legal matters.  Hall-Powell. Roll Call Vote.  (4-0)

The meeting was continued with the Board of Supervisors in attendance ö Tommy Harvey, Connie Brennan, Tommy Bruguiere, Harry Harris and Gary Wood.  Staff members in attendance included Steve Carter and Virgie Carter.

Mr. Wheaton gave some background on the IDAâs activities during the last few months, including a review of the goals set during the August strategic planning session led by Virginia Tech.  The goals were broadly defined because the IDA members wanted to get consensus on their direction from the Board of Supervisors.

The Board Members offered some suggestions for other partners in achieving the goals as outlined.  The discussion was thoughtful, meaningful and positive.

There being no further discussion, the meeting was adjourned.
