Nelson County Director of Planning and Zoning outlined County population growths patterns, infrastructure and the zoning process.  Mr. Boger suggested that as the review of the zoning ordinance continues, the IDA might help identify future industrial and commercial growth areas, or might take a position on the home occupation/special use process, a staff approval process for site plans, or provide input on revising the health and maintenance ordinance.  When the Comprehensive Plan is updated, the IDA might offer input into the Economic Development portion of that document.

Chairperson Tom Wheaton called the meeting to order.

There was no public comment.

Treasurerâs Report:
Stu Armstrong recommended that $10,000 be transferred from the Literary Fund to the general checking account to cover budgeted expenses through early 2004.
Motion:  To transfer $10,000 from the Literary Fund account to the operations account.  Hall-Hale (5-0)
The audit of the IDA account was received.  Copies of it will be made and distributed to IDA members.

Motion:  To approve the minutes of the November 12, 2003 meeting.  Armstrong-Powell (5-0)

Closed Session
Motion:  To end regular session and move into closed session to discuss legal and real estate matters under the Virginia Freedom of Information Act 2.2-3700-3714,  Armstrong-Powell. Roll Call Vote (5-0)

Motion:  To end closed session.  Hale-Powell. Roll Call Vote.  (5-0)

Motion:  To return to regular session.  HaleöPowell. Roll Call Vote. (5-0)

Motion:  To adopt the following resolution:  Be it hereby resolved, the Industrial Development Authority of Nelson County does hereby return to regular session having only discussed legal matters.  Hale-Powell. Roll Call Vote.  (5-0)

New Business
Maureen Corum reported on several projects she is pursuing:  a target industry study; historic district status for Lovingston; and the start of a low interest loan program with local banks.

The January 7, 2004 meeting will include election of officers and setting a meeting schedule.

A representative from the Nellysford Area Merchants Association will be invited to the January meeting.

A letter will be drafted to the Nelson County Chamber of Commerce requesting an update on the next steps facilitating the improvements to the entrance signs for the County.

Wintergreen Resort Meeting ö December 12, 2003
The meeting was continued at Wintergreen Resort with the Board of Supervisors in attendance ö Tommy Harvey, Connie Brennan, Tommy Bruguiere, Harry Harris and Gary Wood.  Staff members in attendance included Steve Carter and Maureen Corum.

There being no further discussion, the meeting was adjourned.
