Pete Perdue, President of the Nellysford Area Merchants Association
outlined the organizationâs goals:
1. to promote high standards of business practices;
2. to facilitate effective communication;
3. to encourage cooperation between businesses;
4. to advocate for effective political relationships; and
5. to develop programs and events to promote businesses.

Mr. Perdue noted that NAMA currently maintains a website
(www.nellysford.org), produces and distributes an area map and listing
of businesses annually, conducts events to increase business traffic and
commissioned a sign for the north entrance into Nellysford, which NAMA
will maintain.

Chairperson Tom Wheaton called the meeting to order.

There was no public comment.

Motion:  To approve the minutes of the December 11, 2003 meeting.  Hall-Powell (4-0)

There was no Treasurerâs Report

Maureen Corum will prepare a document that outlines the current zoning ordinances and proposed changes for those ordinances.

Closed Session
Motion:  To end regular session and move into closed session to discuss legal matters under the Virginia Freedom of Information Act 2.2-3700-3714,  Hall-Hale. Roll Call Vote (4-0)

Motion:  To return to regular session.  Hale-Hall. Roll Call Vote. (540)

Motion:  To adopt the following resolution:  Be it hereby resolved, the Industrial Development Authority of Nelson County does hereby return to regular session having only discussed legal matters.  Powell-Hale. Roll Call Vote.  (4-0)

Maureen Corum reported that there would be a meeting in January with Buck Creek Nursery, County and Chamber representatives to discuss the landscaping of the courthouse facility and the gateway signs.

The request for proposal for the target market industry study was distributed.

A draft of the low interest loan program was distributed.  It will be reviewed by area financial institutions.

A copy of the materials available to the public at the library was distributed.

Copies of the employment survey completed by the Thomas Jefferson Planning District Commission were distributed.

Motion:  To approve nomination of Allen Hale as the 2004 Chairperson for the Nelson County Industrial Development Authority.  Powell-Hale (4-0)

Motion:  To approve nomination of Natt Hall as the 2004 Vice Chairperson for the Nelson County Industrial Development Authority. Powell-Hale (4-0)

Motion:  To approve the nomination of Stu Armstrong as the 2004 Secretary-Treasurer for the Nelson County Industrial Development Authority. Powell-Hale (4-0)

The Authority set its 2004 meeting schedule:  the first Thursday of each month at 4:00 pm at the Court House in Lovingston.

Tom Wheaton noted that the audit of the Industrial Development Authority did not include any notes about the materiality of the pending litigation.  Maureen Corum will follow up and report to the Authority.

The Authority members thanked Tom Wheaton for his leadership in 2003 and thanked Maureen Corum for her support.
