NELSON COUNTY ECONOMIC DEVELOPMENT AUTHORITY

The meeting was called to order.

There was no public comment.

Motion:  To approve the October 7, 2004 minutes.  Pritchett-Wheaton (4-0)

Allen Hale reported that the design for the installation of the gateway sign has been completed by a local structural engineering firm at a cost of $500, saving the EDA $1,250.  Maureen Corum reported that copies of the design had been delivered to the Building Inspector; the design will be reviewed and the Inspections Department staff will advise the EDA as to whether the county has the staff and equipment needed to install the sign.  Authority members agreed by consensus to have Allen Hale share the concerns of the Authority about the project with the County Administrator.

Motion: To authorize Allen Hale to attend the November 16, 2004 work session of the Nelson County Board of Supervisors to express the EDA's interest in working with the Planning Commission on the sections relating to home occupations and the proposed zoning ordinanceâs impact on businesses in general. Armstrong-Powell (6-0)

The disposition of the Callohill property was discussed.  The consensus of the Authority was to review the completed studies now underway ö including the Thomas Jefferson Planning District Commissionâs Safety Study and the Community Development Block Grant for the Lovingston Revitalization Project, to determine what the best and highest use for the property.  Barbara Powell suggested setting up a reserve fund for road maintenance.  

Stu Armstrong suggested that the EDA prepare a budget for 2005/2006 to be presented to the Board of Supervisors requesting assistance with funding EDA operational costs.  Members agreed by consensus to review a draft budget proposal at their December meeting.

Closed Session
Motion:  To end regular session and move into closed session to discuss real estate under the Virginia Freedom of Information Act 2.2-3711-A5,  Pritchett- Armstrong. Roll Call Vote (6-0)

Motion:  To return to regular session. Pritchett- Armstrong. Roll Call Vote (6-0)

Motion:  To adopt the following resolution:  Be it hereby resolved, the Industrial Development Authority of Nelson County does hereby return to regular session having only discussed real estate. Pritchett- Armstrong. Roll Call Vote (6-0)

There being no further business, the meeting was adjourned.
