Chairperson Allen Hale called the meeting to order.

Bo Delk updated the Authority on the process for building code review and appeals.

Motion: To approve the minutes of the November 4, 2004 meeting. Powell-Armstrong (5-0)

Allen Hale reported that the first gateway sign is ready to be installed on Route 29 North.

Allen Hale reported that he presented the Authority's comments regarding the Home Occupation section of the proposed Zoning Ordinance to both the Board of Supervisors and the Planning Commission.

Stu Armstrong presented a proposed  budget for the next fiscal year.  Members discussed changes to the budget items to finalize the proposal.  
Motion:  To authorize the Secretary/Treasurer to submit the final amended budget with appropriate notes to the county with a request that the county fund the EDA operating expenses.  Pritchett-Hall (5-0)

The EDA received a proposal from the Central Virginia Small Business Development Center to provide on-site services one day a month and three half-day seminars a month.  Maureen Corum will arrange for a representative from the Central Virginia Small Business Development Center to attend the January meeting to provide additional information.

Members tabled discussion of progress on the 2004 EDA goals until the January meeting.

Allen Hale distributed a copy of the current Memorandum of Understanding among the Central Virginia Electric Cooperative, the Nelson County Service Authority and the Nelson County Board of Supervisors for the Colleen Business Park. Members agreed by consensus to have Allen Hale advise CVEC that they are still interested in the possibility of purchasing the parcels and are in the process of reviewing the Memorandum.  Further discussion was tabled until the January meeting to allow time for members to review the information distributed.
