NELSON COUNTY PLANNING COMMISSION
MEETING MINUTES
December 2, 2004 7:00 P. M.
Present: Mr. Thomas Bruguiere, Ms. Emily Hunt, Mrs. Philippa Proulx - Chair, Ms. Linda Russell, Dr. Valdrie Walker
Staff Present: Mr. Fred Boger and Mrs. Betty Fortune
Call to Order: Mrs. Proulx called to order the meeting which is a
continuation of the December 1, 2004 Planning Commission meeting.
Meeting Specifics:
1) Mr. Boger reviewed the changes proposed for the
zoning map. Some areas which were Village-Mixed Use and Service
Enterprise are now Business, B-1.
Specific areas discussed were: Afton (Swannanoa),
where work is being done on the tunnel project;
Faber - B-1; Green Acres (Lovingston) which will
change from Town Center; Callohill which will change from M-2 to
H-I; Piney River - Payne's Garage - B-1; Findlay
Mountain Ag/Forestal area which will be added;
Highland on the James zoning will not change to R-R but will remain R-F; Royal Oaks (Love, Va.) will remain B-1;
Colleen to Lovingston will be rezoned as developed.
2) "Intentional communities" was added to the list of uses by Special Use Permit in R-F and R-R Districts.
3) Definitions chapter was reviewed. Some of
the items to be added or changed are: Dwelling, 2 Family
(Duplex), Dwelling, Townhouse, Tenant house.
4) Mr. Boger distributed a draft of the Landscaping
chapter. It was reviewed and approved for use in the December
draft of the zoning ordinance.
5) The following item was added to R-F, R-R, and L-I
as a permitted use: Private, non-commercial outdoor recreation
activity as a secondary use associated with and ancillary to the
principal use of the property, including hiking, hunting, target or
trap shooting, boating, horseback riding, swimming, and fishing.
In this connection, private, non-commercial clubs and associations,
having either any ownership or leasehold interest in a parcel, may
enjoy the foregoing uses provided such uses are not open to the public
and are not commercial in nature.
Copies of all edits and changes are available in the Planning office.
The next step is to made additions, deletions and corrections to the
proposed ordinance and have it ready for the website and public by
Wednesday, December 8, when the first legal notice will be published.
At 9:15 P. M. Ms. Russell made a motion to adjourn the meeting. Dr. Walker provided the second and motion carried 5-0.
